I want to give my suggestion that 

the main we have to target the root cause i.e the parents 

this happens because the teachings to these peoples are not up to the mark so in this we can do is debarred the parents or the whole family from the normal services like passport, license, property, voter id, etc for a limited time or infinite time give them a BPL card for daily use ration to survive so that they could feel what the victim & victim parents are suffering from social loss in society & by this all parents should feel fear & teach their boys for how to behave & also a level of punishment will be set for the murderer or rapist or anything else

But parents should be included so that ladko ko parents usi nazar se dekhe aur utna hi dhyan de jitna ki ladkiyo ko dekhte hain aur rok tok karte hain
